Вопрос жилищного и ипотечного кредитования на фоне кризисных явлений стал одним из наиболее острых – как по социальной значимости, так и в плане активного обсуждения на самых высоких этажах власти.

Подумать об инструментах поддержки ипотеки еще в конце прошлого года правительству поручил президент. Тогда Владимир Путин отметил, что при ключевой ставке 17% "развивать ипотеку - дело сложное, если вообще возможное".

Рост стоимости привлекаемого фондирования уже привел к росту ставок по ипотечным кредитам: по данным АИЖК, если в первом полугодии прошлого года средняя ставка составляла 12,3%, то сегодня она превысила 16%. Это – заколдованная « средняя температура», потому что несмотря на понижение Центробанком ключевой ставки до 15%, ряд банков устанавливают ставки по ипотеке на уровне 18-20% и даже 25%.

До конца февраля минэкономразвития, Минфин, Минстрой, Агентство по ипотечному жилищному кредитованию (АИЖК) и Фонд развития жилищного строительства (ФРЖС) должны разработать меры поддержки ипотечных заемщиков. Одной из них, как предполагается, станет механизм ипотечного страхования реструктурированных ипотечных кредитов.

Россияне смогут взять кредит на покупку квартиры в новостройке под 13%. Разницу с реальной ставкой банкам компенсирует государство – это решение было принято на совещании у премьер-министра России Дмитрия Медведева. Однако многие эксперты считают, что в экономических реалиях 2015 года ипотека даже по такой, казалось бы, низкой «цене» будет неподъемной.

По факту на сегодня резко увеличилась доля отказов банков в выдаче ипотечных кредитов, из-за чего отсеивается до 70-80% клиентов или около 30-40% от общего количества сделок. Аналитики ожидают падение ипотечного рынка, причем по разным источникам падение спроса и реальность выдачи варьируются от 30-50% до 2,5 раз!

Регион тоже должен подключиться

Между тем, кроме усилий федерального уровня, есть реальные варианты «спасения ипотеки» и на уровне региона. Председатель Ассоциации кредитных и финансовых организаций РБ Флюр Галлямов, в частности, предлагает: «Продлить до 2017 года субсидирование процентных ставок по ипотечным кредитам жителям Республики Башкортостан, в приоритетном порядке для семей, нуждающихся в жилье и состоящих на учете в администрациях городов и районов. Необходимо предусмотреть субсидирование процентных ставок по ипотечным кредитам в виде льгот по следующим региональным и местным налогам: транспортный налог, налог на доходы физических лиц, налог на имущество физических лиц».

По предварительным данным, объем ипотечных жилищных кредитов, выданных населению республики, за 2014 год составил около 40 млрд. рублей. Следовательно, на субсидирование процентных ставок по ипотечным кредитам для их снижения с нынешних 14,5% до 11% потребуется средства республиканского бюджета в размере 1,4 млрд. рублей».

Учитывая, что на сегодняшний день 80% продаж квартир в новостройках осуществляется за счет ипотечных кредитов, субсидирование процентных ставок по ним позволит сохранить объемы строительства многоэтажных домов в республике на уровне 830 тысяч квадратным метров и обеспечить работой строительный комплекс республики, в котором трудятся 83 000 человек, считает руководитель пресс-службы Ассоциации кредитных и финансовых организаций РБ Дмитрий Рудзит. По его словам, это окажет также мультипликативный эффект для смежных со строительным сектором отраслей экономики республики, так как одно рабочее место в строительной отрасли обеспечивает создание и сохранение 7 рабочих мест в смежных секторах.

Ожидаемое в 2015 году сокращение объемов выдачи ипотечных жилищных кредитов и рост рисков снижения платежеспособности заемщиков могут привести к существенному росту просрочек по ипотечным кредитам, считают аналитики. На 1 января 2015 года объем просроченной задолженности по ипотеке составлял около 48 млрд руб., что больше аналогичного показателя прошлого года на 19%.

По данным banki.ru процентные ставки по ипотеке на готовое и строящееся жилье с минимальной ставкой от 10% до 50% сроком кредита до 30 лет варьируются от 14% до 23% в пяти банках: Газпромбанк, Инвесткапиталбанк, Россельхозбанк, Сбербанк, Уралсиб.

Вопрос жилищного и ипотечного кредитования на фоне кризисных явлений стал одним из наиболее острых – как по социальной значимости, так и в плане активного обсуждения на самых высоких этажах власти.

Подумать об инструментах поддержки ипотеки еще в конце прошлого года правительству поручил президент. Тогда Владимир Путин отметил, что при ключевой ставке 17% "развивать ипотеку - дело сложное, если вообще возможное".

Рост стоимости привлекаемого фондирования уже привел к росту ставок по ипотечным кредитам: по данным АИЖК, если в первом полугодии прошлого года средняя ставка составляла 12,3%, то сегодня она превысила 16%. Это – заколдованная « средняя температура», потому что несмотря на понижение Центробанком ключевой ставки до 15%, ряд банков устанавливают ставки по ипотеке на уровне 18-20% и даже 25%.

До конца февраля минэкономразвития, Минфин, Минстрой, Агентство по ипотечному жилищному кредитованию (АИЖК) и Фонд развития жилищного строительства (ФРЖС) должны разработать меры поддержки ипотечных заемщиков. Одной из них, как предполагается, станет механизм ипотечного страхования реструктурированных ипотечных кредитов.

Россияне смогут взять кредит на покупку квартиры в новостройке под 13%. Разницу с реальной ставкой банкам компенсирует государство – это решение было принято на совещании у премьер-министра России Дмитрия Медведева. Однако многие эксперты считают, что в экономических реалиях 2015 года ипотека даже по такой, казалось бы, низкой «цене» будет неподъемной.

По факту на сегодня резко увеличилась доля отказов банков в выдаче ипотечных кредитов, из-за чего отсеивается до 70-80% клиентов или около 30-40% от общего количества сделок. Аналитики ожидают падение ипотечного рынка, причем по разным источникам падение спроса и реальность выдачи варьируются от 30-50% до 2,5 раз!

Регион тоже должен подключиться

Между тем, кроме усилий федерального уровня, есть реальные варианты «спасения ипотеки» и на уровне региона. Председатель Ассоциации кредитных и финансовых организаций РБ Флюр Галлямов, в частности, предлагает: «Продлить до 2017 года субсидирование процентных ставок по ипотечным кредитам жителям Республики Башкортостан, в приоритетном порядке для семей, нуждающихся в жилье и состоящих на учете в администрациях городов и районов. Необходимо предусмотреть субсидирование процентных ставок по ипотечным кредитам в виде льгот по следующим региональным и местным налогам: транспортный налог, налог на доходы физических лиц, налог на имущество физических лиц».

По предварительным данным, объем ипотечных жилищных кредитов, выданных населению республики, за 2014 год составил около 40 млрд. рублей. Следовательно, на субсидирование процентных ставок по ипотечным кредитам для их снижения с нынешних 14,5% до 11% потребуется средства республиканского бюджета в размере 1,4 млрд. рублей».

Учитывая, что на сегодняшний день 80% продаж квартир в новостройках осуществляется за счет ипотечных кредитов, субсидирование процентных ставок по ним позволит сохранить объемы строительства многоэтажных домов в республике на уровне 830 тысяч квадратным метров и обеспечить работой строительный комплекс республики, в котором трудятся 83 000 человек, считает руководитель пресс-службы Ассоциации кредитных и финансовых организаций РБ Дмитрий Рудзит. По его словам, это окажет также мультипликативный эффект для смежных со строительным сектором отраслей экономики республики, так как одно рабочее место в строительной отрасли обеспечивает создание и сохранение 7 рабочих мест в смежных секторах.

Ожидаемое в 2015 году сокращение объемов выдачи ипотечных жилищных кредитов и рост рисков снижения платежеспособности заемщиков могут привести к существенному росту просрочек по ипотечным кредитам, считают аналитики. На 1 января 2015 года объем просроченной задолженности по ипотеке составлял около 48 млрд руб., что больше аналогичного показателя прошлого года на 19%.

По данным banki.ru процентные ставки по ипотеке на готовое и строящееся жилье с минимальной ставкой от 10% до 50% сроком кредита до 30 лет варьируются от 14% до 23% в пяти банках: Газпромбанк, Инвесткапиталбанк, Россельхозбанк, Сбербанк, Уралсиб.
